Requirements: annual budget under US$50,000, total project cost under US$10,000, work already underway, no prior TPP grant, and - importantly - no paid staff, which rules out using it to hire. You must be able to receive USD by wire or PayPal, and international applicants must submit a reference for the application to count as complete.
