Status (8 Sep 2026): rolling, no fee and no country restriction. This is in-kind only - no cash, and it cannot cover salaries or inference costs. Important nuance: Cloudflare's own page says services are offered to any proposed recipient brought to them by, or approved by, one of their trusted partners, so partner sponsorship is the real admission path. The direct form asks applicants to describe their non-profit status, which an unregistered project will struggle to answer. You can run on the free plan while waiting.
